#1382 [HHQ-1908] Deploying Plugin Requires Server Restart

After updating a plugin on the server where resource types and metric templates have been updated, the server picks up the changed plugin and appears to have redeployed correctly (no errors in log). However, if you try to create a resource based on the new resource type, the UI shows a stacktrace.

This is because we use direct SQL to create/remove measurement templates. This conflicts with data already cached for Hibernate.
