Hi Tom Tom,
	All anyone needs to execute download-zip is "read" permission on the  
directory and files within it, e.g.

<permission principal ="group:publishers" target="/**/"  
activity="read"/>
<permission principal ="group:publishers" target="/**/*.*"  
activity="read"/>
