Hi Carl,
	You could just insert some logic between the closing "a" tag and the  
closing "li" tag:

<xsl:if test="$nav-item/nav-item">
	<ul>
		<xsl:for-each select="$nav-item/nav-item">
			<xsl:call-template name="navigation-drop"/>
		</xsl:for-each>
	</ul>
</xsl:if>
