Yes - v1.4 introduced a new navigation management system, which is
appropriate for everything from managing site navigation to site maps
(TOC). See

Navigation is left entirely up to you - the HyperContent site left
navigation is managed by a navigation template file, as described in
the chapter linked above, and changing that template file is all you
would have to do to change whether, where and how many news items show
up. The relationship of navigation template files to sections of your
site is specified in your project configuration, so you can have
completely different rules for generating navigation in different parts
of your site.
