#17 When make fails all choices are reduced to one single test

A test which is built by 'make' and contains

CHOICES: A, B, C;

is reported to have three choices A, B, and C. But, when the
make procedure fails, it is reported as having no choices.

This distorts the test result reporting. It seems as if then
number of tests has been reduced.
