I think it is better one step at a time.

Please concentrate on reorganize and recuperate a basic functionality
of HWG, before to waste energy on move it to another site.

Without a full consensus of all developers, is to divide the efforts to 
improve the project.

I suspect that SourceForge is giving more attention to the most important 
projects rather than small projects like HWG.

The HWG project itself is more important than the site where it is hosted.

My 2 cents.
