Yes, ct.lib is part of the core, but only for xHarbour. Don't forget this! And try read the doc:

1.1. What is HwGUI

HwGUI is an add-on library for Harbour and xHarbour, intended for creating GUI applications. 

And problem not in designer, but in all code where you will include hwgui.lib, try compile any sample in the first.

Simply accept the proposal of Maurizio!
