 There is no automated notification if the changelog is updated - only
 if the person, who upload something, write a message with changelog
 entry to the list.

 Probably, yet another Sourceforge bug - you know, they still
 cannot resolve some problems, look, for example, at the project
 statistics - CVS: 0 adds.
