Yep. Only those clients are informed of any changes, which do need to
know these things.

Example:
 Someone buys 20 tons of wheat in a town. Everybody in the same town
 will be notified that there are 20 tons less wheat available. All other
 players(those not in the town) will never know that the amount of wheat
 in that town changed. They have to travel to that town to know about
 the change.
