[Htmlvalidator-help] Fix for Selinux

If people are running an Selinux-enabled system (such as Fedora Core 6) then
they need to make sure that shared text relocation is enabled. The flag to
set is textrel_shlib_t. This is in addition to installing
compat-stdlibc++-33.
