#1 Extended cleanup dialog

Hello,

first of all many thanks for contributing this great
Firefox extension!

1) At the moment only 2 encodings are supported in the
Cleanup dialog:
ascii -> charset=us-ascii
unicode -> charset=utf-8

It would be nice if more character encodings could be
chosen, i.e. latin1.

2) There should be a language option.

3) Descriptive tooltips for all options would be helpful.
