At present, no.  I looked into this at one point and couldn't find a 
definitive definition of the file protocol.  Experimentations shows that 
different browsers and different platforms seem to use slightly 
different syntax for file urls.  A file url generated by one browser 
likely won't work in another browser.

If someone could point me at an RFC or something equivilent that 
describes the file protocol in detail (for all platforms/browsers) then 
I'd be willing to add support for this.
