[Htmlparser-user] I can't use this on Win Me

When I use Htmlparser Class on Win XP I can ,
But When I use Htmlparser Class on Win ME I can't.

Why?

My friends tell me that It may be return Exception at Htmlparser Constructor
Ex. HTMLParser parser = new 
HTMLParser("http://www.set.or.th/set/en/market/market_u9.jsp?sym=COMUN");

and I must set proxy.

Is it true? If yes how can I do (My friends don't know how to set it)
If not What problem that happen .
