[Htmlparser-developer] v1.3

 From the absence of bug reports, and to my knowledge, no pending code 
submissions, it looks like candidate release 3, 1.3-20030511 can be 
relabled as the final release of version 1.3.

Any objections, last minute code drops or documentation changes?
Or can we move on and call the next integration build version 1.4?
