[htmltmpl] RE: Patch to encode iso-8859-1 using HTML::Entities

One of my coworkers found and fixed an omission in the original patch
whereby encode_entities wasn't getting propagated into TMPL_LOOPS. The
revised patch is available here:

We're planning to use this patch in production code.
