You mean I can do it with only http access to that server ?

As in our current situation this is the only type of access I have.

Even the other guy has only simple user ssh access and he cannot change
the configuration of the web server.

But one assumption was correct, it is indeed Apache.

:-)    or rather :-( in my case.
