If TMPL_INCLUDE is processed first, does that mean
I can't do this? (Using HTML::Template::Expr)

<TMPL_IF EXPR="include_param = 'x'">
	<TMPL_INCLUDE NAME="<TMPL_VAR NAME=x>"
</TMPL_IF>
