ok so I used telnet to grab a few instances of our CGI using
HTML::Template and the caching is still present.

Any ideas? I should mention that roomlogin_new.cgi does use strict while
our old CGI does not. And the old CGI doesn't have this problem even
though both run under the same mod-perl enabled dir.
