CVS access back up

As part of the migration to SourceForge, the CVS access used for development and mirroring the website is now supplied by a new setup. At the moment, anonymous and developer CVS access is working. For those mirroring the ht://Dig website, it is suggested to re-read the mirroring instructions and update the mirror as specified in http://www.htdig.org/howto-mirror.html
