#79 restrict URL length by config directive to prevent loops

hi,

i wondered if it makes any sense to implement maximum
length for URL htdig follows. this may be done via
config directive.

the goal ist preventing infinite loops like symlinks in
paths
or dynamic pages that link to themself by just adding a
parameter (an thus URLs are getting longer and longer)
