#1 transmit CFLAGS etc to sub-projects

Dear authors,

A minor point -- oncluding e.g. -march=pentium4 on
gcc's command line makes a huge difference in
performance these days. It is relatively easy to hack
the HQP distribution up to include these in adol-c/ and
meschah/ but it'd be nifty if --with-cflags settings
were sent on to i.e. adol-c/configure.
