SUCCESS!!! My printer now scans AND prints perfectly. Thanks again for your help! Your interest in my dilemma was very encouraging. What ended up working is: 1. Deleted all printers from CUPS 2. Restarted cups daemon 3. Used the KDE Control Center/peripherals/Printers & made sure CUPS was the print server. Added a new printer with the wizard: a.) The first screen is "backend selection". I picked "other" rather than "local" and selected the "PTAL" device from the list b.) Next, as the HP PSC 1210 wasn't listed under the available models, I clicked "other", browsed to the directory where I'd unpacked the hpijs tarball and selected the driver file there (/usr/local/hpijs-1.6/ppd/HP-PSC_1200-hpijs.ppd on my system) 4. It worked! The CUPS browser interface (localhost:631) wasn't listing any specific printer models at all. I'm not sure what might be broken there, but as this problem is solved we won't worry.
