#1 Simple open portal with welcome screen?

I'd like to set up a simple open portal, requiring only
a welcome screen acknowledgement. I don't want
authentication or external server requirements.
Basically, I want the same functionality that ewrt
offers, and was wondering if hotspot-zone can function
in this manner. How about it?

Welcome Screen, with continue button.
Screen served by router.
No external referencing.
