It stunningly to me:
● has no links to sections and no table of contents
● is missing many feasible sub-sections
● examples are presented within block of text describing functions instead in separate lines or at least with some kind of formatting applied to them
● that whole block of text stretches out all the way on widescreen monitors, thus requiring zooming it in every time when opened
● the font used is some Times Roman Whatever instead of something like Courier Prime Code or other font suitable for writing code
● if user has HotkeyP pinned to Taskbar and opens it and then its Help, then they both look the same (because they utilize the same icon) - and if then user closes HotheyP, then Help's icon jumps over the EXE icon pretending to be it, thus misinforming user about what really is still opened
All in all it is simply hard to read - and I think it can make more novice users resign from using HotkeyP than keep them trying to overcome their issues with this software

Hint, when you add a command in the Hot Key dialog, type it, or select from the menu, then click the Help button, it's opened for the corresponding command, so you don't need to scroll every time.
Just perhaps the macro codes could be in the Parameters menu, same as for the Command, it would be easier for new users, the names could be real, but it would be added as a code, like "Left mouse button" > " \lbutton".

Here comes a constructive critique:
The Help file is poorly written / edited

For me it was quite easy to understand.

I agree that the Help needs to be upgraded.
1. The Help file should include at top list of links (table of content).
If you know how to do it:
https://github.com/plastovicka/HotkeyP
https://github.com/plastovicka/HotkeyP/blob/master/source/help/main.htm
2. You should reduce the use of the help file (makes the software more intuitive) by providing specific help for each command in the dialog boxes of the software.
