#42 HOP add fails on new files in root

"hop add xxx some_file_in_root" fails with new files. File
gets added to the database but cvs command fails, and
cvs error is printed with suggestion to use "cvs add"
first, and then "cvs commit".

Workaround is to do what cvs suggests manually. That
brings database and cvs repository back in sync.
