#33 Mistaken creation of extra "blank" changes

Add a new change from the web app. When you are done
editing the change, and have hit the "Submit" button,
and you are back on the main "Change List" page, hit
the refresh button. It creates another "new" blank
change. Annoying.

This happened a lot to Bob Banks, before we figured it
out, because he leaves his browser open, on the Change
List page, all the time.
