#24 hop top slightly broken
It appears that if you attach a fix change to a non-
failed change (i.e. you find the problem but the
tester doesn't) the hop top doesn't stop it from being
applied. Bill found a case like this today. I'm
putting this one in mostly as a note to myself just so
I don't forget.
