The "cabal install" command probably installed the library into your home directory, so you will need to install HOC there as well. To do that, pass --user to all configure commands and to the make-bindings script.
There is probably also a --global option you can pass to cabal install for parsec, but I'm not sure if it's really called --global.

Before you proceed, though, there might be more trouble with GHC 6.12.1 ahead: an incompatibility was just reported yesterday (http://code.google.com/p/hoc/issues/detail?id=23), and I probably won't be able to fix it this year ;-).
