Issue 3: Retire old interface generator and autoconf build system

Currently, there are two separate build systems and two separate
implementations of the interface generator in the tree.

The old interface generator is less powerful and considerably less
maintainable, and the old build system is, well, autoconf-based.

We should make sure that the new, Cabal-based build system does everything
we want and then retire the old one.
