There's a working (but perhaps unreliable) IRC filter now included. The filter is called ircbot.scm, and it includes an additional file called irc.scm. There is minimal documentation in doc/irc.txt. Those are the only changes for 0.11, so if you are lazy you can grab those two or three files from CVS.
This is in addition to the readme files associated with the file list. The file hlparse_1.0-1.tar.gz (and hlparse_1.0-1.dsc) is a DEBIAN SOURCE PACKAGE. If you're not running Debian, you want hlparse-1.0.tar.gz. The two are absolutely identical, except that the non-Debian version is slightly smaller by virtue of not having to include any of the Debian-specific information.
The Debian package is slightly less broken now: it will install the Guile filters in /usr/share/hlparse. One consequence of this is that hlparse will probably not work unless you run it from the /usr/share/hlparse directory. I still advise against using the Debian binary package, however.
A temporary source .tar.gz is available for download until the SF folks import the source CVS. Feel free to give it a try, although the "test" in the name means there are some relatively serious known problems (i.e., FIFOs don't work).
