v3 is in an ongoing ballot cycle. It is extended with new topics and 
codes etc. every few months.
However, parts of the standard are already 'Normative' (see 
http://www.hl7.org/v3ballot/html/welcome/environment/index.htm: menu 
items are colored: red=normative. See the legend below the menu).
