replacing definitely!!
 
I was thinking about using the jakarta-commons-logging library. That way if
hapi is run using the jdk1.4, we can use the jdk logging packages.

When I originally started looking at HAPI I was curious as too why there was
a custom logging solution being employed.  Personally I think that switching
the logging to log4j, or some other widely used open loggin solution, is an
excellent idea.  This would be one less thing to have to relearn.
