[HAPI-devel] Build with MFE4 data type fix method

Is there a release available with this fix in place?

We have a sender that doesn't fill in the MFE-4, so we have been staying down at release 2.2 for a while because their MFN will parse using that version.

Don't feel confident trying to build it all myself.
