My mistake. It's not in 2.3 (this is too old). It's in 2.4 - https://github.com/hapifhir/hapi-hl7v2/pull/2

I built my own version of hapi-base which confused me.

You should be able to do similarly.

Yes, this was added in v2.3.

You construct a context as normal, then use

      HL7Service server = context.newServer(port, useTls, acceptAll); // e.g. 3456, false, true

The receiver application class can then return true directly from canProcess() and all messages arrive to processMessage().
