Hmmm ... sounds like there is some transitive dependency resolution that
goes wrong in your cases.

Are you able to resolve

<dependency>
<groupId>ca.uhn.hapi</groupId>
<artifactId>hapi-base</artifactId>
<version>2.2</version>
</dependency>

?

and second - I would use the usual maven repo (http://repo1.maven.org)
