[HAPI-devel] DefaultValidation is US-centric

The DefaultValidation ca.uhn.hl7v2.validation.impl.DefaultValidation seems to be US-centric. For instance, it complains about non-US telephone numbers. 

I’m writing code for the NHS in the UK. Is there an existing Validator out there that is more UK/NHS-friendly?

I very much doubt I am the first person to use Hapi in the UK for the NHS!
