That means it is a global switch. In other words if I have two sources
of HL7 messages, I can either validate both or neither because
ca.uhn.hl7v2.model.primitive.CommonTN.validate is a System property of
the VM, yes?
(Validating one and not the other would require fancy thread managed
timing to switch the validation on and off)
