#188 Installation instruction for windows are incorrect

I have downloaded all downsloads for 2.1 distribution, and none of files reasambles instruction described in Install instructions.

So I am not a little lost, but big time lost, where to set HAPI_HOME folder when there is none of files described in installation instructions. I think someone had to spent little more time to write decent installation instruction doc.

runing default test panel from distro results in:
Error: Could not find or load main class ca.uhn.hl7v2.app.TestPanel.
and is true since there is no TestPanel class there

also testpanel package for windows doesn't work - it displayes error dialog when creating new message without any text displayed inside and only OK button on it....

all this tested on two different OS's Windows 7 x64, and Windows Server 2008 R2 x64
W7 java runtime is:
java version "1.3.1_20"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.3.1_20-b03)
Java HotSpot(TM) Client VM (build 1.3.1_20-b03, mixed mode)
S2008R2 java runtime is:
java version "1.7.0_21"
Java(TM) SE Runtime Environment (build 1.7.0_21-b11)
Java HotSpot(TM) 64-Bit Server VM (build 23.21-b01, mixed mode)

and at this point I have question, do you have something that works!?
