I am using hapi 1.2.0.

According to the HL7 spec (version 2.5.1) the valid format of a DTM is YYYY[MM[DD[HH[MM[SS[.S[S[S[S]]]]]]]]][+/-ZZZZ].

The CommonTS class throws a DataTypeException: The length of the time component for the TM datatype value does not conform to the allowable format YYYY[MM[DD[HHMM[SS[.S[S[S[S]]]]]]]][+/-ZZZZ] for values with hour precision, e.g. "2009032309" which is a valid value.

    changed CommonTS and modified DefaultValidation context to differentiate between timestamps before v2.5 and after.
