#217 hfst-compare -e gives wrong result (both transducers have flags)

tmp1 and tmp2 should be the same after flags are removed.
$ hfst-compare -e tmp1 tmp2
lexc(basic.lexc) != lexc(basic.lexc)

When I remove flags manually, the result is fine:
$ hfst-compare tmp1.elim tmp2.elim
tmp1.elim == tmp2.elim
