On Windows XP, it appears that THE must be run with Administrator privileges so that PUT can write to the C:\ disk.
That's not the case on my W2K desktop.
Is there some setting/trick I need to know on XP so I can use THE without exposing my whole laptop with Admin privileges?

THE uses various environment variables to "put" the temporary text from PUT. They are:
TMP, TEMP, TMPDIR in that order.
    eg: set TMP=c:\temp
Ensure you have one of these set to somewhere that you can write to.
