This building has no purpose, yet. It makes more sense as the Sheriff's Office. Make the lower door head to Room 15 and the upper door will lead to a new room, if needed.
If the upper door is implemented, we'll need a climb interaction and animation to get the Hero to the balcony. Wait until a ticket is submitted for the upper door before implementing this climbing interaction/animation.

The sign out front should be a public notice board with typical small village messages that can change daily. Examples include:
"Curfew begins after sunset."
"Don't leave town alone or unarmed."
"If you see something, say something."
"Baker sought for questioning regarding the disappearance of Brownies."
"In the event of another attack, seek shelter immediately."
