When an issue has been resolved, the option is provided to publish the issue to a knowledge base of previously solved problems, so that others with the same problem can find the solution without having to create another issue. It is the issues in the knowledge base that are referred to by 'published issues'. One of the issues identified with the knowledge base is that issues from all sites and domains are made available in the public knowledge base, and in some circumstances, the list of users in one site or domain should not be visible to users of other sites and domains (Which is normally the case, except for issues that have been published to the knowledge base). That is the intended use of the two options to hide certain issue details. As for your current requirements, unfortunately there is nothing currently implemented to simply provide a status given an issue number. A partial solution can be implemented by having a guest client user (or several guest users - one for each site), which have been restricted (so as to not be able to change the password/user details). Most issue details would probably be useful to somebody viewing the status of their issue, and any information that should not be seen by the students and staff can be made as a confidential comment. One issue here (which is an issue with guest logins as a whole) is the reported by (and to a lesser extent created by) fields, which still require users to be entered into the system.
