When the small PAR2 failed, then download another (small) PAR2-file first.
Why? To allow keeping a close eye on download progress/success (with QuickPAR).
This could avoid downloading tons of (unneeded) PAR2 when everything goes fine.
Or quit the download when it turns out the job will never make it (eg. because of not having sufficient PAR2-blocks in the first place).
