Shrink the review item window and buttons disappear rather than wrapping.

It'd be nice if we were using Java 6 and JFrames honoured setMaximumSize(). The only available workaround is a hack - see http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=4320050 .
It involves fixing the frame after a resize by the user and is visually ugly, so I'm not putting it in.

Leave this low priority and blocked on Java 6.
