[Hecl-devel] New command strreplace

I added a new command, strreplace.  I don't like the name, much;
better ones are welcome.  Actually, one thing to do my be to swap out
strrep to strrepeat.  I doubt the existing Hecl codebase is so vast
that that command wouldn't be easy to swap out, but if I can avoid it
I will.  strmap is another possibility, but I don't like that much
either.
