I'm using a MacBook Pro Mid-2010, OS version 10.11.6 El Capitan ( newer OSs jam or crash on the computer El Capitan is the newest OS to run well ) and Meteo v3.3.4. Which Meteo version should I use? I also have an iPad4 which I think is running the latest iOS.

Both versions should run on MacOS v10.11. The choice is really up to your preference. In fact, you can run both at the same time.
Though they look similar as menubar apps, Meteo v2+ is completely different code than the original Meteorologist Classic.
These apps run only on MacOS. Converting to an iOS version is possible but unlikely for an open source project since registering an app in the App Store costs money.
