#82 Interval time less than 60 sec

I'd really like to see an interval time for some
plugins (if not all) less than 60 seconds. For
instance, CheckPing and CheckServices every 30 seconds.

I don't think that a value < 60 seconds got sense for
actually implemented plugins.
However you can do it changing values into the registry.
