#8 Add support for Cygwin

I see several requests for this in the discussion forum, but there doesn't seem to have been any update since on making the latest version of the tool available on Cygwin. Currently there is no version of hdparm being actively maintained in the main Cygwin repository, and the oldest one is ancient. Trying to build the latest version with a working MinGW-w64 toolchain gives me missing header errors for obvious reasons.

Could hdparm be brought back to Cygwin so that I can finally be sure that I'm securely erasing my SSDs using the new ATA Sanitise commands? The need for this is huge, as I'm not aware of a single other tool that is able to do this, and definitely not one that is available via the Cygwin repository. Thank you in advance.
