Can -N be updated to allow use of the new ACCESSIBLE MAX ADDRESS CONFIG (78h) per ACS-3. This will help support drives that do not have HPA support.

Hmmm. AMAX is optional in ACS-3. I have attached a patch (#46) that tests the IDENTIFY data for AMAX, and if not present it drops back to the ACS-2 HPA method. Works with my HK4 SSD anyway :)
